Active Temporary Local Rules

E-3: Preferred Lies (Adverse Weather Conditions ). Until notified.

When any part of a player's ball touches part of the general area cut to fairway height or less, the player may take free relief  once  by placing the original ball or another ball in and playing it from this relief area:

  • Reference Point: Spot of the original ball.

  • Size of Relief Area Measured from Reference Point: 6 inches from the reference point, but with these limits:

  • Limits on Location of Relief Area:

Must not be nearer the hole than the reference point, and

Must be in the general area.

Once the ball has been lifted, the player is permitted to clean the ball in accordance with Rule 14.1c.

In proceeding under this Local Rule, the player must choose a spot to place the ball and use the procedures for replacing a ball under  Rules 14.2b(2)  (how ball must be replaced)  and  14.2e  (what to do if the ball does not stay on the spot where it is placed) .

But , for the purposes of applying  Rule 14.2e,  the player has only chosen the spot on which to place the ball once the ball has been set down, and the player has let the ball go with the intent for that ball to be in play.

After a ball has been placed and is in play under this Local Rule, if the player then proceeds under another Rule that provides relief, this Local Rule may be used again.

F14:  Ball Lost in Pile of Leaves or Unplayable because of Acorns

In accordance with R&A Model Local Rule F14, with immediate effect, any ground in the mown sections of the general area, or in a bunker, with temporary accumulations of leaves or acorns (or similar) is treated as ground under repair from which free relief is allowed under Rule 16.1.

What does this mean?

-  When you and your playing partners have watched a ball roll into a pile of leaves and it is lost, you can take relief with no penalty from the point at which you agree the ball was most likely to have ended up. Note it does not apply everywhere.
-  You can also take relief from being in a pile of acorns!

Why?
-  To keep play moving and to make sure players are not adversely affected by accumulations of leaves which can drift during a round. To acknowledge that playing off a pile of unswept acorns is unlikely to be a fair test of golf.

What has to be true?
-  The player and playing Partners have to agree where the ball is lost - if you can't agree, there is no relief, it is a lost ball and stroke & distance rules apply.
-  This means you will need to pay attention to each others' shots - if you didn't see it, you can't agree where it has lost itself.
-  When taking relief, the spot of the original ball is where the players have agreed the ball is most likely to have ended up.

Where does it not apply?
-  In Hazards as these are covered by other rules.
-  In wooded areas where there is normally an accumulation of leaves etc.  For example, the woods bounded by the 1st, 16th and 2nd fairways, the woods between the 8th fairway and the 2nd green etc.  If a drive-on mower doesn't go there, the rule does not apply, play a provisional.
-  In long grass such as that between the 17th and 18th fairways.
-  When there is a chance the ball actually went Out of Bounds or into a hazard.

Isn't it open to abuse?
-  Absolutely, but we will review this regularly and withdraw the rule if required.
-  Players are reminded that playing a ball from the wrong position would lead to loss of hole in matchplay or 2 penalty strokes in strokeplay, so dropping a ball without agreement would lead to a penalty.

How long will it remain a local rule?
-  Until the playing conditions have improved, the squirrels have done their jobs and the accumulations of leaves etc have reduced to acceptable levels.  Ideally this will be off before Christmas.

Temporary Local Rules are introduced because of a temporary situation and will be notified to the members when they are applied. They will be removed as soon as the situation no longer exists.
